 The Chechen Republic president Ramzan Kadyrov is among ten ‘the most effective heads of the Russian regions’. All results of the investigation were published by the International Institute for Political Investigation. The investigation has been conducted by fifty popular experts who gave their assessment of effective activity of the Russian regions’ governors in 2010. These are the names of the rest nine effective Russian governors:
